Harga Batubara Membaik, Produsen Revisi Target Produksi

JAKARTA – Asosiasi Pertambangan Batubara Indonesia (APBI) mengatakan, ada beberapa produsen yang bakal merevisi target produksinya di 2021. Revisi dilakukan karena pelaku usaha memprediksi prospek harga batubara masih bisa lebih baik di tahun 2021 ini.

Bersamaan dengan itu, pada April 2021 terjadi kenaikan Harga Batubara Acuan (HBA) sebesar 2,6 % ke level US$ 86,68 per ton.

Direktur Eksekutif APBI Hendra Sinadia mengatakan, tren harga batubara 2021 bakal lebih baik dibandingkan tahun sebelumnya. Selain itu, demand atau permintaan juga diperkirakan bakal membaik, seiring mulai pulihnya perekonomian global.

“Kami sudah mendengar ada beberapa perusahaan yang akan mengajukan revisi RKAB. Berapa besarnya saya kurang tahu karena belum semua mengajukan,” ungkap Hendra, Selasa (06/04/2021).

Hendra meneruskan, sebagian produsen batubara terdorong melakukan revisi target produksi yang dapat diajukan di kuartal II-2021. Apalagi, sebagai pelaku usaha, ia berharap tren kenaikan HBA bisa berlanjut lama.

Hendra menyadari kalau kenaikan HBA April 2021 merupakan refleksi rerata empat indeks pembentuk HBA selama Maret 2021. Adapun beberapa penyebab kenaikan harga adalah permintaan yang meningkat di tengah kondisi supply yang terhambat akibat dampak Covid-19.

Faktor lain, produksi batubara dari Indonesia dan Australia periode Maret terdampak faktor cuaca hujan yang cukup tinggi. Apalagi, Hunter Valley Australia juga mengalami banjir bandang yang mempengaruhi pasokan.

Dari sisi permintaan, terhambatnya ekspor batubara Australia ke China mengakibatkan harga batubara domestik Negeri Tirai Bambu meningkat dan mendorong kenaikan impor.

Kepala Biro Komunikasi, Layanan Informasi Publik, dan Kerja Sama (KLIK) Kementerian ESDM Agung Pribadi menjelaskan, kalau naiknya tensi dagang antara China dan  Australia  yang memanas juga berpengaruh terhadap sejumlah harga komoditas global termasuk batubara. Di samping faktor permintaan dan pasokan, perhitungan nilai HBA juga diperoleh dari rata-rata empat indeks harga batubara dunia. Yakni, Indonesia Coal Index (ICI), Newcastle Export Index (NEX), Globalcoal Newcastle Index (GCNC), dan Platt’s 5900 pada bulan sebelumnya.

Sebagai catatan, nilai HBA 2021 cukup fluktuatif, tampak dari level harga di Januari yakni US$ 75,84 per ton di Januari 2021. Berikutnya, naik ke level US$ 87,79 per ton pada Februari sebelum turun tipis di Maret ke level US$ 84,47 per ton.

Nilai HBA pada April 2021 ini dipakai pada penentuan harga batubara pada titik serah penjualan secara Free on Board di atas kapal pengangkut atau FOB Vessel. (****)
